In past years, the answer has been, more or less, “no.”
However, every year, we see more and more hybrid strobe/video light products, which are making this scenario possible.
Usually, dual strobe/video lights are “video lights first, strobes second,” meaning they are constant video lights that also have a strobe function.
This is useful for videographers who also take some photos – but, if you’re mainly a photographer, a strobe will offer you considerably more power. Even the strongest typical video lights (say, 15,000 to 20,000 lumens) put out a fraction of the light intensity that a strobe does.
